Priorities for Langford

Working for Balance and Quality of Life

Langford is growing quickly, and with growth comes both opportunity and responsibility.

Mary Wagner’s priorities are grounded in the belief that every decision made today should strengthen Langford’s future, protect the environment, build community connection, and ensure transparency.

  • “Our success as a city depends on finding balance between development and green space, progress and preservation, head and heart.”

Core Pillars

1. Sustainable Growth

Langford’s momentum is undeniable and this growth must be thoughtful and well-planned to protect what makes this community special.

Mary advocates for responsible development that integrates housing, transportation, parks, and essential services so families can thrive without losing the natural beauty and quality of life that defines Langford.

Her commitments include:

  • Promoting walkable, mixed-use neighbourhoods with accessible amenities

  • Prioritizing infrastructure and greenspace alongside new housing

  • Supporting small, local businesses as part of balanced economic development

  • Advocating for transparent, long term planning processes that include public input

  • Championing housing options that are affordable, accessible and family-friendly

2. Public Engagement and Excellence in Governance

Mary believes good governance starts with listening.

As councillor, she has been a steady advocate for open communication between residents, businesses, and developers — ensuring the community has a seat at the table in shaping Langford’s future.

She continues to champion:

  • Accessible public engagement through online tools, surveys, and open houses

  • Publishing clear, easy-to-understand City Plans and Project Updates

  • Stronger collaboration across Westshore municipalities and the Capital Regional District

  • Ensuring public feedback genuinely informs council decisions

  • Responsible budget decisions that support our community now and into the future

“When residents are informed and included, we make smarter, fairer, and more sustainable choices together.”

3. Environment & Climate Resilience

A healthy environment is the foundation of a healthy city.

Mary has led on initiatives that make Langford more climate-resilient and connected to nature from protecting trees and expanding greenspace, to improving building standards and investing in active transportation infrastructure.

Key priorities moving forward:

  • Supporting the ongoing implementation of Langford’s Urban Forest and Climate Action Plans

  • Expanding diverse greenspaces and preserving natural spaces and tree canopy.

  • Supporting community involvement in environmental stewardship, community gardens and other initiatives

  • Advocating for energy-efficient, low-carbon building standards, requiring heat pumps in all new multi-unit buildings, and ensuring quality greenspace with development

  • Investing in active transportation networks that connect our community and reduce traffic congestion

4. Safe & Healthy Neighbourhoods

Mary believes every resident deserves to feel safe, supported, and connected to where they live.

That means investing in core services, our transportation network and the everyday spaces that build community well-being.

Her focus areas include:

  • Continued support of public safety services

  • Improving pedestrian and cycling safety, especially around schools

  • Connecting neighbourhoods, improving traffic flow and supporting transportation choices

  • Advocating for family-friendly design and equitable access to amenities

  • Supporting expansion and coordination of social services

5. Arts, Culture & Recreation

Thriving communities need places where people can express themselves, connect, celebrate and recreate.

Mary supports initiatives that make Langford not only a great place to live but a beautiful, inspiring one full of diverse opportunities.

She’s working toward:

  • Expanding support for local artists and performance spaces

  • Nurturing the new Arts and Culture/Childcare Facility and supporting a second childcare centre

  • Creation of a community centre

  • Encouraging neighbourhood-level creativity like murals, little free libraries, and pop-up exhibits

  • Supporting festivals and public art that reflect Langford’s unique spirit

  • Ensuring affordable recreation programs and accessible public spaces for all ages and abilities

Mary’s priorities are about more than policies, they’re about people.

Her focus is on building a Langford where residents feel proud of where they live, connected to their neighbours, and confident that their voices matter.

“Together, we can create a city that grows with intention - one that stays grounded in community, nature, and kindness.”
